11月7日，國務(wù)院新聞辦公室發(fā)表《攜手構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體》白皮書，介紹新時(shí)代中國互聯(lián)網(wǎng)發(fā)展和治理理念與實(shí)踐，分享中國推動(dòng)構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體的積極成果，展望網(wǎng)絡(luò)空間國際合作前景。
目前，該書英文版已由中國外文局所屬外文出版社出版。中國外文局翻譯院、外文出版社梳理重要表述和相關(guān)術(shù)語，形成漢英對照，供業(yè)界及相關(guān)人士參考。
一、重要表述
1.黨的十八大以來，以習(xí)近平同志為核心的黨中央，堅(jiān)持以人民為中心的發(fā)展思想，高度重視互聯(lián)網(wǎng)、大力發(fā)展互聯(lián)網(wǎng)、積極運(yùn)用互聯(lián)網(wǎng)、有效治理互聯(lián)網(wǎng)，中國網(wǎng)信事業(yè)取得歷史性成就，億萬人民在共享互聯(lián)網(wǎng)發(fā)展成果上擁有更多獲得感，為構(gòu)建和平、安全、開放、合作、有序的網(wǎng)絡(luò)空間作出積極貢獻(xiàn)。
Since the 18th National Congress of the Communist Party of China (CPC) in 2012, the CPC Central Committee with Comrade Xi Jinping at the core has adhered to the philosophy of people-centered development and attached great importance to the internet. China engages in vigorous development, active use, and effective governance of the internet, and has made historic progress in relevant undertakings. Hundreds of millions of Chinese people have a greater sense of gain from sharing the achievements of internet development, and have contributed to building a peaceful, secure, open, cooperative and orderly cyberspace.
2.習(xí)近平總書記提出構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體重要理念，深入闡釋了全球互聯(lián)網(wǎng)發(fā)展治理一系列重大原則和主張。構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體重要理念，順應(yīng)信息時(shí)代發(fā)展潮流和人類社會(huì)發(fā)展大勢，回應(yīng)網(wǎng)絡(luò)空間風(fēng)險(xiǎn)挑戰(zhàn)，彰顯了中國共產(chǎn)黨為人類謀進(jìn)步、為世界謀大同的情懷，表達(dá)了中國同世界各國加強(qiáng)互聯(lián)網(wǎng)發(fā)展和治理合作的真誠愿望。新時(shí)代的中國網(wǎng)絡(luò)空間國際合作，在構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體的愿景下，不斷取得新成績、實(shí)現(xiàn)新突破、展現(xiàn)新氣象。
General Secretary Xi Jinping has proposed the important concept of building a community with a shared future in cyberspace, and elaborated a series of major principles and proposals for global internet development and governance. His proposal conforms to the development trends of the information age and of human society. It responds to the risks and challenges facing cyberspace, demonstrates the CPC's commitment to contributing to human progress and world harmony, and reinforces China's sincere desire to strengthen internet development and governance cooperation with other countries. In the new era, China's international cooperation in cyberspace, under the vision of building a community with a shared future in cyberspace, has continued to achieve new progress, new breakthroughs, and new prospects.
3.網(wǎng)絡(luò)空間命運(yùn)共同體是人類命運(yùn)共同體的重要組成部分，是人類命運(yùn)共同體理念在網(wǎng)絡(luò)空間的具體體現(xiàn)。網(wǎng)絡(luò)空間命運(yùn)共同體所包含的關(guān)于發(fā)展、安全、治理、普惠等方面的理念主張，與人類命運(yùn)共同體理念既一脈相承，又充分體現(xiàn)了網(wǎng)絡(luò)空間的客觀規(guī)律和鮮明特征。同時(shí)，推動(dòng)構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體，將為構(gòu)建人類命運(yùn)共同體提供充沛的數(shù)字化動(dòng)力，構(gòu)筑堅(jiān)實(shí)的安全屏障，凝聚更廣泛的合作共識。
The community with a shared future in cyberspace is an important part of a global community of shared future. Related concepts and proposals on development, security, governance and universal benefits are in conformity with the concepts of a global community of shared future and the distinctive features of cyberspace; and promoting a community with a shared future in cyberspace will provide abundant digital impetus, a solid security safeguard, and a broader consensus on cooperation to this end.
4.互聯(lián)互通是網(wǎng)絡(luò)空間的基本屬性，共享共治是互聯(lián)網(wǎng)發(fā)展的共同愿景。
Interconnection is the basic nature of cyberspace. Sharing and co-governance is the common vision of internet development.
5.構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體，堅(jiān)持共商共建共享的全球治理觀，推動(dòng)構(gòu)建多邊、民主、透明的國際互聯(lián)網(wǎng)治理體系，努力實(shí)現(xiàn)網(wǎng)絡(luò)空間創(chuàng)新發(fā)展、安全有序、平等尊重、開放共享的目標(biāo)，做到發(fā)展共同推進(jìn)、安全共同維護(hù)、治理共同參與、成果共同分享，把網(wǎng)絡(luò)空間建設(shè)成為造福全人類的發(fā)展共同體、安全共同體、責(zé)任共同體、利益共同體。
To build a community with a shared future in cyberspace, we should hold to a vision of extensive consultation, joint contribution and shared benefits in global governance, and promote a multilateral, democratic and transparent international internet governance system. We strive to realize the goals of innovation-driven development, security, order, equality, respect, openness, and shared interests in cyberspace, so that cyberspace will be a community that benefits all of humanity.
6.中國的互聯(lián)網(wǎng)，是開放合作的互聯(lián)網(wǎng)、有秩序的互聯(lián)網(wǎng)、正能量充沛的互聯(lián)網(wǎng)，是造福人民的互聯(lián)網(wǎng)。中國立足新發(fā)展階段、貫徹新發(fā)展理念、構(gòu)建新發(fā)展格局，建設(shè)網(wǎng)絡(luò)強(qiáng)國、數(shù)字中國，在激發(fā)數(shù)字經(jīng)濟(jì)活力、推進(jìn)數(shù)字生態(tài)建設(shè)、營造清朗網(wǎng)絡(luò)空間、防范網(wǎng)絡(luò)安全風(fēng)險(xiǎn)等方面不斷取得新的成效，為高質(zhì)量發(fā)展提供了有力服務(wù)、支撐和保障，為構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體提供了堅(jiān)實(shí)基礎(chǔ)。
China regards the internet as a platform for opening up and cooperation, where good order and positive energy benefit the people. In the new development stage and guided by the new development philosophy, the country is building a new development dynamic. It is set to build up its strength in cyberspace and digital technologies. Progress has been made in boosting the digital economy, building a clean and sound online environment, and guarding against risks to cyberspace security. This has provided sound services, support and a guarantee for high-quality development, and laid solid foundations for building a community with a shared future in cyberspace.
7.中國互聯(lián)網(wǎng)的發(fā)展不僅有廣度、有深度，更有溫度。中國堅(jiān)持以人為本，積極推進(jìn)互聯(lián)網(wǎng)用于教育、醫(yī)療、扶貧等公共服務(wù)事業(yè)，提高數(shù)字技術(shù)服務(wù)水平，推動(dòng)數(shù)字普惠包容，提升不同群體的數(shù)字素養(yǎng)和技能，加快落實(shí)《聯(lián)合國2030年可持續(xù)發(fā)展議程》。
China has developed the internet extensively, with the aim of benefiting the people. As part of its efforts to implement the UN 2030 Agenda for Sustainable Development, guided by the people-first development philosophy, China has promoted internet application in education, medical services, poverty alleviation, and other public services, improved digital technologies to make such services inclusive and benefit all, and extended the public's digital literacy and skills.
8.網(wǎng)上正能量強(qiáng)勁、主旋律高昂，馬克思主義中國化時(shí)代化最新成果深入人心，社會(huì)主義核心價(jià)值觀引領(lǐng)網(wǎng)上文化建設(shè)，互聯(lián)網(wǎng)日益成為文化繁榮的新載體、億萬民眾精神生活的新家園，成為凝聚共識的新空間、匯聚正能量的新場域。世界也通過互聯(lián)網(wǎng)這個(gè)窗口進(jìn)一步認(rèn)識真實(shí)、立體、全面的中國。
Positive and mainstream ideas and opinions are spreading online. New Marxist theories adapted to the context of contemporary China have struck their roots in the hearts of the people. The core socialist values guide online culture. The internet has become a new platform supporting cultural prosperity, a new spiritual home for the public, and a new place for building consensus and concentrating positive energy. Through the internet, China is presenting an accurate, multidimensional and panoramic image to the outside world.
9.中國不斷深化網(wǎng)絡(luò)空間國際交流合作，秉持共商共建共享理念，加強(qiáng)雙邊、區(qū)域和國際對話與合作，致力于與國際社會(huì)各方建立廣泛的合作伙伴關(guān)系，深化數(shù)字經(jīng)濟(jì)國際合作，共同維護(hù)網(wǎng)絡(luò)空間安全，積極參與全球互聯(lián)網(wǎng)治理體系改革和建設(shè)，促進(jìn)互聯(lián)網(wǎng)普惠包容發(fā)展，與國際社會(huì)攜手推動(dòng)構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體。
Upholding the principle of extensive consultation, joint contribution, and shared benefits, China has continued to strengthen bilateral, regional and international dialogue and cooperation in cyberspace, and committed itself to forming extensive partnerships with parties throughout the international community. It has engaged in active cross-border collaboration in terms of the digital economy, cyberspace security, and reform and development of global cyberspace governance to promote inclusive development of the internet. All these efforts contribute to building a community with a shared future in cyberspace.
10.網(wǎng)絡(luò)空間是人類共同的活動(dòng)空間，需要世界各國共同建設(shè)，共同治理。中國積極參與全球互聯(lián)網(wǎng)治理機(jī)制，搭建起世界互聯(lián)網(wǎng)大會(huì)等國際交流平臺(tái)，加強(qiáng)同各國在網(wǎng)絡(luò)空間的交流合作，推動(dòng)全球互聯(lián)網(wǎng)治理體系改革和建設(shè)。
Cyberspace is a shared space for human activities; it needs to be developed and managed by all countries. China has actively participated in global internet governance mechanisms, and initiated international exchange platforms such as the World Internet Conference. It has strengthened exchanges and cooperation with other countries in cyberspace, driving the reform and development of the global internet governance system.
11.中國秉持相互尊重、平等相待的原則，加強(qiáng)同世界各國在網(wǎng)絡(luò)空間的交流合作，以共進(jìn)為目的，以共贏為目標(biāo)，走出一條互信共治之路。
On the basis of mutual respect and equality, China has strengthened exchanges and cooperation in cyberspace with countries worldwide. With common progress and win-win results as the goals, it has championed mutual confidence and shared governance.
12.互聯(lián)網(wǎng)是人類共同的家園。無論數(shù)字技術(shù)如何創(chuàng)新發(fā)展，無論國際環(huán)境如何風(fēng)云變幻，每個(gè)人都在網(wǎng)絡(luò)空間休戚與共、命運(yùn)相連。建設(shè)和維護(hù)一個(gè)和平、安全、開放、合作、有序的網(wǎng)絡(luò)空間，關(guān)系到人類文明進(jìn)程和發(fā)展命運(yùn)，是各國的共同期盼和愿望。
The internet is the common home of mankind. Everyone shares weal and woe in cyberspace no matter how innovative digital technology develops and how the international situation changes. Building a peaceful, secure, open, cooperative and orderly cyberspace is important for the future development of human civilization, and is the common aspiration of all countries.
13.我們所處的是一個(gè)充滿挑戰(zhàn)的時(shí)代，也是一個(gè)充滿希望的時(shí)代。中國愿同世界各國一道，共同構(gòu)建更加公平合理、開放包容、安全穩(wěn)定、富有生機(jī)活力的網(wǎng)絡(luò)空間，攜手構(gòu)建網(wǎng)絡(luò)空間命運(yùn)共同體，開創(chuàng)人類更加美好的未來。
